I actually have a Google mini in my car which works perfectly since it can connect to the cars wifi. If you want the wifi part of it, you will need a data plan. I believe the 2gb plan is $10 of $15 per month. Luckily I have mine on a free line I got years ago. I've had my device for years (it Gen 1).
